The Certification Stack

Halal Certification: The Recognition Question

Halal certification for frozen beef is only valid where the certifying body is recognised by the importing country's authority, which means the relevant question is never whether a certificate exists but whether that specific issuer is accepted at that specific destination.

  • Destination-specific recognition: Malaysia, Indonesia, the Gulf states, and others each maintain their own lists of accepted foreign certifying bodies
  • Plant-level approval: Recognition attaches to the establishment and often to specific production lines, not to the exporting company in general
  • Slaughter supervision: Requirements typically cover the slaughterman, the method, stunning rules, and continuous supervision by the certifying body
  • Segregation: Physical separation from non-halal production through slaughter, boning, packing, and storage, with documented controls

Cold Chain Integrity and Evidence

Frozen beef must be held at minus 18 degrees Celsius or colder throughout storage and transit, and the commercially important part is not the temperature itself but the continuous recorded evidence that it was maintained.

  • Core temperature at loading: Verified and recorded before container doors close, not assumed from the cold store setpoint
  • Reefer set point and data logger: Container set point recorded on the bill of lading, with an independent data logger placed in the cargo
  • Pre-trip inspection: Documented reefer PTI before stuffing, since a unit failure discovered at destination is unrecoverable

Shelf life follows from this. Frozen boneless beef commonly carries a stated shelf life of 18 to 24 months from production when held correctly, and importing countries frequently require a minimum remaining shelf life on arrival — a term that must be checked against the sailing time before fixing.

Cut Specification and Packing

Frozen beef is contracted by named cut against a recognised specification system, because generic descriptions such as "forequarter" do not define what will arrive.

  • Specification systems: IMPS and UNECE codes provide standard cut definitions; contracts should cite the code rather than a colloquial name
  • Chemical lean: For trimmings and manufacturing beef, the CL percentage is the core commercial variable and should be certified by analysis
  • Packing: Vacuum-packed primals in cartons, typically around 20 to 27.2 kg net, with carton marking requirements set by the destination
